我没有找到这种说法， 且宾从里if和whether一般不用否定式，因为它们本身就自带了另一种否定的可能。 比如I don't know if/whether it won't rain.
语法上都可以，但这不符合英语习惯。
正常的是：I don't know if/whether it will rain （or not）. 但也有可能有例外，你是在哪里看到这种用法或说法的呢？

看到了， 我个人觉得， 这句不是宾语从句，而是条件状语从句。 如果是宾语从句应该是这样：I don't care if it rains (or not). 我不在乎下不下雨。而解图里的句子意思是，如果不下雨，我也不在乎。 是一个条件状语。
可是是条件状语 if不是一般是如果的意思吗？
如果不下雨我也不在乎。
看来语法书也不能全信啊~
那whether在宾语从句中做是否之意or not是可加可不加的吗？

不一定， 比如whether里指定了2个选项，这时就没有or not的位置了, 同时这里也不能用if代替了。 无论什么：We'll have a picnic tomorrow whether it rains or not. 无论下不下雨，我们明天都去野餐。
